ISPs worry over access to Register for Interconnection

The register will have interconnection information pertaining to Internet service providers.

But the ISPs want TRAI to ensure that commercially sensitive information is kept confidential and not made available for public scrutiny.

The ISPs argued for better security at a public consultation session on maintenance of Register for Interconnection held by the TRAI today. The discussion focused on TRAI's consultation paper that was issued on December 3, 1996.

The paper was prepared for seeking comments from operators and other interested agencies before finalising the regulations in the matter.

The TRAI was of the view that if a service provider feels that certain information contained in the interconnection agreement had commercial sensitivity, such information could be blanked out from the general public purview with the approval of the TRAI.

This would be done on specific request of a service provider and the TRAI would reserve the right to examine such requests from time to time.

It was agreed in the session that certain information relating to technical and commercial aspects of interconnection, which the parties concerned request to be kept confidential, might also be made available on specific written request from a registered service provider if the TRAI feels that disclosure of such information is in public interest.

It was also agreed that the TRAI would charge a nominal amount of Rs 20 per page for furnishing extracts of interconnection agreement.
