Cohen To Weigh Emergence of India As A Great Power

Stephen P Cohen, a long time expert on South Asia, will deliver the public address, The Emergence of India as a Great Power, on October 14 at the Winship Ballroom, Dobbs Unversity Center. The event is organized by the Claus M Halle Institute for Global Learning and Friends of Emory India Studies in collaboration with the India American Cultural Association and the Indian Professionals Network.

As a Senior Fellow in the Foreign Policies Studies Program, Dr Cohen is responsible for The Brookings Institution's work on South Asia. He is Professor Emeritus of History and Political Science at the University of Illinois, where he was also co-founder and director of the Program in Arms Control, Disarmament, and International Security.

He has served as Scholar-in-Residence at the Ford Foundation, New Delhi, and as a member of the policy planning staff of the US Department of State where he advised on matters pertaining to South Asia, security, and proliferation issues. He appears on national radio and television, including All Things Considered and Nightline.

In 1994, Dr Cohen participated in the Asia Society's study of US-South Asian relations, and, in 1996, was a member of the Council on Foreign Relations Task Force on South Asia. He has been the founder-chair of a workshop on security, technology, and arms control for younger South Asian and Chinese strategists.

He is on the research committee of the Regional Center for Security Studies located in Colombo, Sri Lanka. Dr Cohen has written, co-authored, or edited, eight books. These include The Pakistan Army, The Indian Army and Brasstacks and Beyond: Perception and Management of Crisis in South Asia.

Work in progress includes a monograph contrasting regional and non-regional perceptions of South Asian security issues, Every Fifth Person: Perceptions of War and Peace in South Asia, and a book on the Indian state in the next century, India: An Emerging Power.

Dr Cohen received his BA and MA from the University of Chicago and his Ph D from the University of Wisconsin. He has conducted research in China, Britain, India, Pakistan, the former Soviet Union and Japan.

The Claus M Halle Institute for Global Learning, which is offering the lecture in collaboration with several other institutes and organizations, was established in 1997 by a donation from former president of Coca-Cola International Claus M Halle and his wife Marianne.

The institute pursues a threefold mission: to spur the enhanced internationalization of the Emory University which is a major priority of the university; to stimulate more co-operation in international studies among educational institutions in the area; and to contribute to the realization of Atlantašs international aspiration.

The Halle Institute's agenda includes four separate but related sets of activities -- The Halle Research Program, The Distinguished Halle Fellow Program, The Halle Faculty Study Abroad Program and The Halle Speaker Series.

The Spring 2000 Distinguished Halle Fellow will be Rajmohan Gandhi. He will be in residence at Emory University from January 23 through February 11.

The Friends of Emory India Studies is a support and networking group that provides enhancement opportunities such as lectures, films, conference, symposia, and internship programs for Emory students, faculty, and friends to extend their understanding and appreciation of Indian civilization across many centuries.

Under the direction of an advisory board of persons from the community and the Emory faculty and staff, the Friends are trying to increase awareness about this initiative.

Owing to support from the large and diverse Indian community in the Atlanta area and the energy and leadership among Emory students, faculty, and administration, Friends is able to assist Emory to enlarge its attention to India and Indians around the world.
