The militants, including a self-styled divisional commander of the Al Fateh militant group, laid down arms before Inspector General of Police (Kashmir) K Rajendra Kumar at a function in Srinagar.
Kumar said the three militants belonged to Al Fateh, two to Hizbul Mujahideen and one each to Al Badr and Islamic Front.
One of them had his training in Afghanistan, he added.
The IGP said the surrender was the biggest in recent times, adding they would be rehabilitated by the government.
