India has called on the international community to 'decisively neutralise' the twin 'tormentors' of Afghanistan -- Taliban and Al Qaeda -- and keep them and their backers firmly out of the process of selecting members for Loya Jirga to ensure credibility.
"This is time for reality check on those who created, promoted and supported the Taliban but now claim to have changed," India's Deputy Permanent Representative to the United Nations A Gopinathan said, while participating in a debate on the situation in Afghanistan in the Security Council on Thursday.
In a veiled attack on Pakistan, Gopinathan said, "They should be asked to match their rhetoric with action on the ground or be held responsible for aiding, abetting and supporting international terrorism."
"It would not be possible to eliminate terrorism conclusively from Afghanistan unless the question of external support to Al Qaeda and Taliban cadres is firmly dealt with," he said.
"The declaration of intent to participate in international struggle against terrorism should not be permitted to be accompanied by subversion in parallel by protecting, sheltering and supporting elements of terror machine," he said.
Warning that Taliban and Al Qaeda fighters are hiding and regrouping along the eastern border of Afghanistan, he told the international community that it has paid a 'very heavy price' for tolerating such 'uncivilised and illegal behaviour' which should no longer be countenanced.
Stressing the need for the international support to fight Al Qaeda and Taliban, Gopinathanan warned that they are lying low, biding time to strike again in Afghanistan and elsewhere.
"To counter these forces of malevolence and darkness is a task beyond the present capacity of the interim (Afghan) administration," he told the Council.
